New Contract for Home and Community Based Services (RFQVA DDD-2024)

Existing Qualified Vendors will be able to start an application for RFQVA DDD-2024 beginning at 3:00 p.m. on September 1, 2023, through the Contract Administration System (CAS) in Focus.

The Request for Qualified Vendor Application (RFQVA) is the Division’s contract for Home and Community-Based Services (HCBS). It is the Division’s goal to end the current Agreement and implement a new Agreement in March 2024. During the transition time, Qualified Vendors must maintain compliance with all agreement requirements for RFQVA DDD-710000 until the new agreement, RFQVA DDD-2024 is implemented. Failure to maintain compliance and failure to take action timely on required activities will create barriers to a successful re-application and may result in the denial of a Qualified Vendor’s new application.

Focus Desk Aid

The Division requests that current and prospective Qualified Vendors submit all general questions and inquiries about the new RFQVA using this Google Form so inquiries and questions are properly tracked and addressed.

Current Qualified Vendors who have questions about their specific Qualified Vendor Agreement should contact their Contracts Specialist directly.

FOCUS/CAS Signatory Issue Resolution

Qualified Vendors with conflicting information between their FOCUS and CAS accounts will be unable to submit an application for RFQVA DDD-2024 after September 1, 2023, until the issue is resolved. The Signatory Issues document includes all Qualified Vendors with conflicting system information. The document will be updated weekly, on Monday, to document Qualified Vendors who have resolved any conflicting information between the two systems.

Qualified Vendors with Focus/CAS Signatory Issues

FOCUS Help Desk and Prod Support

Please be advised that the DDD Focus Help Desk will be responding to requests for assistance within 3-4 business days for the next 60-90 days as they work to manage the high volume of calls from Qualified Vendors attempting to resolve issues in Focus and CAS.  Vendors are strongly encouraged to hold off on following up on their initial request until 4 business days have passed since their initial request to avoid creating additional tickets and delaying timely responses.  

Qualified Vendors should review the Focus Desk Aid and the Announcement re: Signatory issues in CAS and FOCUS provided to assist them in resolving Focus and CAS issues.  The FOCUS Help Desk techs should be contacted after exhausting all efforts to resolve issues independently. 

Qualified Vendors with Fully Executed Data Sharing Agreements (DSA)

All Qualified Vendors with current contracts under DDD-710000 are required to have a fully executed Data Sharing Agreement (DSA) prior to application approval for RFQVA DDD-2024.  Below is a link to a list of all vendors that have a fully executed DSA on file with the Division. If your agency or organization is not on the list, follow steps 1-4 outlined below to successfully complete and submit your DSA.

Fully Executed Data Sharing Agreements

Please follow these steps to submit a DSA to the Division:

1. Visit the DES Document Center.
2. Search for form number J-119 Data Sharing Request/Agreement.
3. Download and complete the form. The correct form says "J-119 DSA (8-23)" in the top left corner. (Outdated forms will not be accepted.)
4. Once completed, submit the DSA form via email to [email protected]. In the subject line of your email, include the name of your business as listed on the Qualified Vendor Agreement or “contract”, your contract number, and the word “DSA”.

Technical Assistance Sessions

The Division is hosting virtual question and answer sessions for Qualified Vendors with existing contracts under RFQVA DDD-710000 to assist with questions related to completing the application for RFQVA DDD-2024. Qualified Vendors are strongly encouraged to join at the beginning of the meeting in order to ensure their questions can be answered by Division staff in attendance. Meetings will end when there are no longer questions from the vendors in attendance.
