Child Care and Development Fund State Plan

Introduction

The federal Child Care and Development Fund (CCDF) is administered by the Administration for Children and Families, Office of Child Care. The CCDF provides funding to State, Tribal, and Territory Lead Agencies to offer services to families through subsidized child care, to oversee the regulation of child care providers, and to implement activities that improve the quality of child care. The purpose of the CCDF is to increase the availability, affordability, and quality of child care services. States, tribes and territories receiving CCDF funds must prepare and submit to the federal government a plan detailing how these funds will be allocated and expended.

The Arizona Department of Economic Security is the designated Lead Agency for implementation of the CCDF State Plan that serves as the state and territory application for CCDF funds by providing a description of, and assurance about, the grantee’s child care program and all services available to eligible families. States and territories are required to post their submitted and final approved Plans, any Plan amendments, and any approved waivers on a publicly available website (45 CFR 98.14(d)).

CCDF State Plan 2025-2027

DES has begun the process of developing the next CCDF State Plan for 2025-2027 Plan Cycle. The State Plan is due to the Administration for Children and Families, Office of Child Care by June 30, 2024. The development process includes collecting input from partners and stakeholders as we work together toward shared goals of improving quality, increasing access and affordability, and strengthening Arizona’s early childhood care and education ecosystem.
