The Early Childhood Technical Assistance Center (ECTA) identifies that the Child Outcomes Summary (COS) process is a team decision-making process involving discussion about the child's functioning across settings and situations by those who know the child best. The following resources will support teams to make consistent decisions when rating a child's functioning relative to age-expected behavior at a specific point in time.
The Office of Special Education Programs (OSEP) is dedicated to improving results for infants, toddlers, children and youth with disabilities ages birth through 21 by providing leadership and financial support to assist states and local districts as specified through the Individuals with Disabilities Education Action (IDEA). Below are Federal statute, rules and regulation, policy letters and OSEP supporting guidance that are required for IDEA, Part C programs.
Pursuant to Title VI of the Civil Rights Act of 1964, the Americans with Disabilities Act (ADA) and other nondiscrimination laws and authorities, ADES does not discriminate on the basis of race, color, national origin, sex, age, or disability. Persons that require a reasonable modification based on language or disability should submit a request as early as possible to ensure the State has an opportunity to address the modification.
