Current Qualified Vendors that did not have an approved application or an application in submitted status in the Contract Administration System (CAS) by June 3, 2024 at 11:59 p.m. must wait until January 1, 2025 to complete an application for services being solicited at that time.
Prospective Qualified Vendors can start an application for RFQVA DDD-2024 beginning January 1, 2025.
The Request for Qualified Vendor Application (RFQVA) is the Division’s contract for Home and Community-Based Services (HCBS). It is the Division’s goal to end the current Agreement and implement a new Agreement in January 2025. During the transition time, Qualified Vendors must maintain compliance with all agreement requirements for RFQVA DDD-710000 until the new agreement, RFQVA DDD-2024 is implemented. Failure to maintain compliance and failure to take action timely on required activities will create barriers to a successful re-application and may result in the denial of a Qualified Vendor’s new application.

Qualified Vendors should also monitor DDD vendor announcements and newsletters as they will be used to communicate additional information. In December 2022, the Division posted the new Request for Qualified Vendor Application (RFQVA) DDD-2024 that will take effect January 1, 2025. In response to feedback from internal and external stakeholders as well as to changes in legislation, the Division has incorporated revisions to improve clarity, provide additional information, and correct language. Qualified Vendors and prospective applicants are strongly encouraged to carefully review these changes.
RFQVA DDD-2024 Frequently Asked Questions
The Division requests that current and prospective Qualified Vendors submit all general questions and inquiries about the new RFQVA using this Google Form so inquiries and questions are properly tracked and addressed.
Current Qualified Vendors who have questions about their specific Qualified Vendor Agreement should contact their Contracts Specialist directly.
Please be advised that the DDD Focus Help Desk will be responding to requests for assistance within 3-4 business days as they work to manage the high volume of calls from Qualified Vendors. Vendors are strongly encouraged to hold off on following up on their initial request until 4 business days have passed since their initial request to avoid creating additional tickets and delaying timely responses.
Qualified Vendors should review the Focus Desk Aid and the Announcement re: Signatory issues in CAS and FOCUS provided to assist them in resolving Focus and CAS issues. The FOCUS Help Desk techs should be contacted after exhausting all efforts to resolve issues independently.
The Division is hosting virtual question and answer sessions for Qualified Vendors with existing contracts under RFQVA DDD-710000 to assist with questions related to completing the application for RFQVA DDD-2024. Qualified Vendors are strongly encouraged to join at the beginning of the meeting in order to ensure their questions can be answered by Division staff in attendance. Meetings will end when there are no longer questions from the vendors in attendance.
