
The Network Development and Recruitment (ND&R) unit aims to find qualified vendors in Arizona. They work especially hard in areas with few services. This helps meet the needs of Arizona Long Term Care Services (ALTCS) members. ND&R recruits new Qualified Vendors. It also teams up with current ones to broaden their services in new areas. They may adjust the Qualified Vendor Agreement to add more service options as needed.
ND&R offers virtual orientations to explain this process and answer questions.
Current or future Qualified Vendors can join an orientation. To do this, fill out the Potential Qualified Vendor/Provider Recruitment form.
The Request for Qualified Vendor Application (RFQVA) is the Division’s contract for Home and Community-Based Services (HCBS). Steps to Become a Qualified Vendor
An applicant must complete several steps. Only then can they become a Qualified Vendor and start offering services. The following is a list of the steps included in the process.
- Complete the Potential Qualified Vendor/Provider Recruitment Form to schedule an orientation for potential qualified vendors.
- Fill out your application in the Contract Administration System (CAS). Then, submit it using the Focus application.
- Your assigned Contract Management Specialist (CMS) will review your application. This process can take up to 30 days from when we receive it. They will send the initial feedback on your application to the Notice Contact email. You must complete, upload, and submit your revisions by the due date in the initial feedback. You have 15 days to do this.
- After you submit your revisions by the due date, the team will review the whole application. You will be notified of the approval or denial within 60 days of receiving your revisions.
- If the application gets approved, you will start working with other DDD departments. These include but are not limited to:
- Network
- The Office of Licensing, Certification and Regulation (OLCR)
- Credentialing.
- The Network department will help you complete the Readiness Review. You’ll need to submit policies and procedures for the services in your contract.
- As the Network team works with you on your Readiness Review, you'll collect documents for your CMS. This is called Pre-Credentialing. Your CMS will inform you of the requirements at that time.
- A referral to Credentialing occurs after the Readiness Review is finished. All Pre-Credentialing requirements need to be met. You must also send the documentation to your CMS. It may take up to 60 days to get a credentialing decision after referral.
- If a service or services are credentialed, you and your CMS will receive a letter from the Credentialing Committee. It may take up to 10 days after the determination to receive the letter.
- Once your CMS has received the letter, they will issue a service start date for the credentialed service(s). You can’t get services until you have a service start date and authorizations.
