The rules governing the Department of Economic Security (Department or DES) are located in the Arizona Administrative Code (A.A.C.) Title 6. During the rulemaking process, the DES seeks feedback from the public at two different points: once while drafting the rules and once after the Secretary of State has published the Notice of Proposed Rulemaking (NPR).
While DES is writing new or revised rules, the Department asks stakeholders and other members of the public to provide feedback on the draft rules to ensure that we effectively consider comments and concerns early in our rulewriting process.

After the Secretary of State publishes a Notice of Proposed Rulemaking in the Arizona Administrative Register, Arizona Revised Statute (A.R.S. § 41-1023) requires the Department to hold a formal public comment period for at least 30 days. During this formal public comment period, the Department will accept written comments on the published Notice of Proposed Rulemaking.
