The Monitor Advocate System is a federal and state system established by the Department of Labor to help ensure that migrant and seasonal farmworkers (MSFW) have equitable access to career and training services, and workforce protections offered by American Job Centers, to improve their living and working conditions. Key components of the Monitor Advocate System include conducting outreach, monitoring services provided to MSFWs at America Job Centers, promoting the Agricultural Recruitment System, and facilitating the Employment Service and Employment-Related Law Complaint System. The primary responsibility of the State Monitor Advocate is to monitor the services to MSFWs, the Employment Service and Employment-Related Law Complaint System, and promote the Agricultural Recruitment System.
Any worker with an employment service or employment-related law complaint such as work mistreatment, wage problems, work benefits, or work assistance issues, can submit a complaint to DES.

The Agricultural Recruitment System connects agricultural employers with qualified U.S. workers for temporary or seasonal positions. Through the Agricultural Recruitment System, State Workforce Agencies (SWAs) can source workers from within and outside their state. This system helps employers meet their temporary and seasonal labor needs by matching them with suitable U.S. job seekers.
