
On June 28, 2022, House Bill 2865 was signed into law. This law established a 3-year pilot for an independent group home monitoring program. This includes group homes, nursing-supported group homes, and behavioral-supported group homes. DDD contracts with Disability Rights Arizona (DRAZ) to operate the program. DRAZ is the protection and advocacy agency for Arizonans with disabilities. DRAZ refers to the program as the Compliance, Oversight, Monitoring, and Investigations Team (COMIT). The law was amended in 2025, making the COMIT program permanent.
Disability Rights Arizona’s COMIT completes in-person monitoring of DDD group homes that support members with complex needs. They review members’ person-centered service plans. They do this to ensure members are receiving the services they need. They use a monitoring tool and speak with the members. They will ask the members if they received the services and have a say in choosing them. They also ensure members have approved behavior plans that are being followed. Member and family participation is voluntary.
