Eligible Training Provider List (ETPL)

The Workforce Innovation and Opportunity Act (WIOA) requires states to maintain a list of training providers approved to offer training to individuals eligible to receive WIOA funds. The statewide Eligible Training Provider List (ETPL) includes eligible training providers and training programs that are approved by both the Local Workforce Development Areas (LWDAs) and DES to provide training services to eligible WIOA participants. Training programs must meet state and local requirements of in-demand industry sectors and occupations in Arizona, and result in a recognized credential.

The ETPL includes a variety of job-driven training programs informed by local business needs, with information on program costs, performance, and credential outcomes allowing for informed consumer choice.

Arizona Job Connection serves as a virtual statewide labor workforce system connecting individuals to education and training providers offering in-demand occupation training opportunities on the ETPL. A training program is defined as one or more courses or classes, or a structured curriculum that leads to a recognized postsecondary credential and/or employment.

Job seekers can explore career options and educational goals by selecting training providers and programs that meet their specific needs. The ETPL allows for informed consumer choice with the ability to search various programs offered by training providers.

Job seekers can compare training opportunities based on training costs, length of program, training location, performance, student completion rates, and employment outcomes.

Job seekers may be eligible to receive WIOA Title I-B funding to support career goals. There are limitations on the amount of financial assistance and types of training available to WIOA participants. Eligibility to qualify for WIOA Title I-B funding may depend on several factors and is determined by speaking directly with a Career Advisor at one of the local ARIZONA@WORK offices: https://arizonaatwork.com/locations).

Training Providers

Training providers are required to submit programs for review and approval to be included on the ETPL. Training providers must offer training programs related to occupations in demand in the state and programs that lead to recognized postsecondary credentials. One or more courses or classes that provide the training services must lead to:

  1. An industry-recognized certificate or certification, a certificate of completion of a registered apprenticeship, a license recognized by the State involved or the Federal government, an associate or baccalaureate degree;
  2. A secondary school diploma or its equivalent; or
  3. Employment

Training providers must provide student performance data as part of the initial ETPL application and annual reporting for the ETPL Annual Performance Reports for each program year thereafter in which you remain on the ETPL. The in-demand ratings will be updated periodically to reflect emerging in-demand occupations. All training provider programs will be reviewed annually and are required to meet accountability, quality, performance, and labor-market relevance standards to remain on the ETPL.
