The noncustodial parent has the right to request an administrative review within thirty calendar days from the mailing date of the notice of the intent to offset the IRS refund. DCSS must receive a timely written request for administrative review by the noncustodial parent along with documented proof of why the arrears are in dispute; otherwise, IRS will issue the entire amount of the refund offset to the DCSS Clearninghouse
The administrative review request should be mailed to DCSS, Administrative Review Unit, P.O. Box 40458, Phoenix, AZ 85067. It can also be faxed to the attention of the Administrative Review Unit at 602-771-8130. Please be aware that DCSS cannot review a case over the telephone; the request for administrative review must be a timely request in writing along with support documentation.
