Persons may participate in the oral proceeding in person at the Phoenix location or via the Google Meet link. Persons who want to speak at the oral proceeding may register before September 9, 2025, using the Oral Comment Registration Form. Speakers may also register on the date of the oral proceeding. Speakers will be called in the order in which requests are received. If there are no attendees within the first 15 minutes of the oral proceeding, the oral proceeding will then conclude.
