
Become a Developmental Home Provider
Contact one of the contracted licensing agencies to begin the process of becoming a Developmental Home provider.
The licensing agency will
- Help you with the application
- Guide you through the process
- Provide ongoing monitoring and support after a license is issued
General Qualifications
You may qualify for a Developmental Home license if you meet all of the following:
- Are at least 21 years old
- Have a fingerprint clearance card from the Arizona Department of Public Safety
- Pass protective services registry checks
- Are lawfully present in the U.S. and live in Arizona
- Do not have medical, physical, or mental health conditions that would make it unsafe to care for a child or vulnerable adult
- Can provide a caring, nurturing, and positive home environment
- Can provide a clean bed and enough bedroom space for a child or adult
- Have enough income to meet your family’s needs
- Can meet and maintain the life-safety requirements for your home or apartment

Required Training Before You Can Provide Developmental Home Services
Training Requirements
- Child developmental home providers complete about 45 hours of training before receiving a license
- Adult developmental home providers complete about 20 hours of training before receiving a license
- There is no cost to take the required training
After licensure, more training is available to:
- Build new skills
- Meet annual licensing requirements
What to Expect During the Application Process
Getting a license usually takes 3 to 6 months. The timeline depends on your availability and how quickly you complete steps.
You must:
- Get a fingerprint clearance card
- Complete required training
- Allow an OLCR home inspection
- Take part in interviews and home study assessments
After you finish all requirements:
- The licensing agency sends your application and home study to OLCR
- Applications are submitted through Quick Connect (an online, paperless licensing system)
If everything is approved, OLCR issues the license. The license will list:
- The licensee’s name
- The home address
- How many people may live in the home
The license is good for one year and must be renewed every year.
- There is no fee to apply for a license
- Some steps may have costs (for example, fingerprinting or home updates)
