Originally from Guadalajara, Mexico, Oscar Ruelas has dedicated 21 years of service to the United States Navy. Today, he continues that commitment to public service as a proud working veteran with DES.
Throughout his Navy career, Oscar’s journey took him across the world. He served in Japan, Florida, San Diego, Italy, and Virginia, and deployed aboard the USS Essex, USS Boxer, and USS Kearsarge. At sea, he worked on the flight deck and in the hangar bay, supporting critical shipboard operations that kept missions moving.

“I was grateful that my beautiful wife and daughters got to experience a lot of it with me,” Oscar shared. “I’ve lost count of how many countries we visited and how many amazing things we got to see.”
After retiring from active duty, Oscar found a new purpose as a specialist with the Disabled Veterans Outreach Program (DVOP). In this role, he provides intensive, individualized services to support disabled veterans, special disabled veterans, and eligible individuals seeking employment. His work includes assessments, employment planning, career guidance, referrals to supportive services and training, and direct connections to job opportunities.
“The veteran programs I’ve used or seen in action have all been great,” Oscar said. “Most of the people providing these services show through their actions that they truly care about taking care of our veterans. It’s not just another job; they believe in what they’re doing.”
Oscar encourages fellow veterans to embrace the support available to them.
“You don’t have to carry the world on your shoulders. There are so many people and organizations that want to help us.”
