The Arizona Department of Economic Security (DES), through the Office of Licensing, Certification, and Regulation (OLCR), issues licenses and certification to more than 5,000 individuals and organizations providing a variety of services for children and vulnerable adults. These services include:
- Foster care
- Group homes, emergency shelters and outdoor wilderness programs for children and youth
- Home & community-based services for individuals with developmental disabilities
Until January 2000, these programs were regulated by two divisions under DES - the same divisions that also contracted for services in these programs. In an effort to streamline regulations, eliminate inconsistencies in enforcement, and reducepotential conflicts associated with regulating contractors, DES established a single point of regulatory authority, known as OLCR.
OLCR is committed to protecting the health, safety, and well-being of children and vulnerable adults receiving care or supports in DES regulated programs. OLCR will deliver protection through the development, promotion, assessment, and enforcement of relevant regulations. In the performance of our jobs,we will strive to be timely, thorough, objective, ethical, reasonable, and fair.
