The Arizona Department of Economic Security, Arizona Early Intervention Program (AzEIP) engaged in a Rate Rebase process for services to children birth to three and their families. This review supports the AzEIP mission of:
"Early intervention builds upon and provides supports and resources to assist family members and caregivers to enhance children's learning and development through everyday learning opportunities."
As part of the Rate Rebase review process, AzEIP held a public comment period (69 KB PDF) which ended on July 15, 2015 and released the "Rebase Book" to document and provide to the public an opportunity to provide comments and feedback on the currently drafted rates. The book contains information including, but not limited to:
- Process Overview,
- Summary Results,
- General Assumptions,
- Independent Rate Model Assumptions, and
- Various supporting materials
It is the aspiration of AzEIP to provide enough information to the public related to the process utilized to determine the rates for the provider community so as to make the process as transparent as possible. That is, this document will provide the information to the public regarding how the Independent Rate Models were constructed, and the logic utilized to determine some of the factors involved.
Finally, AzEIP retained Burns & Associates, Inc. (B&A) to assist with the Rate Rebase process, and as a part of the engagement, B&A provided a process to allow for a free exchange of the comments from the public. AzEIP asked that all comments related to the materials contained in the "Rebase Book" (1.1 MB PDF) be directed to:

B&A reviewed, summarized and provided assistance to AzEIP with regards to the appropriate changes (if any) to incorporate into the document prior to finalizing the Rate Rebase process. B&A's involvement in this comment process allows for the individual and the content of the message to remain anonymous from the prospective of AzEIP. This is done to attempt to support an open comment process.
